　子ども手当は時限立法である「子ども手当法」に基づいて支給されている。政府は、１１年度は３歳未満児への支給額を月２万円とするための新たな法案を今 国会に提出したが野党の反対で成立を断念し、１０年度の支給額を９月まで延長する「つなぎ法」を共産、社民両党などの協力を得て成立させた。

　しかし、１０月以降も支給を継続する場合、新たに約１兆１０００億円が必要となるため、復興財源の確保を優先することにした。

　子ども手当が廃止されると、恒久法の児童手当法に基づき、所得制限のある児童手当が自動的に復活する。
